IJS Ministerial Committee

The Integrated Justice System (IJS) Ministerial Committee provides political leadership and strategic direction for the IJS Programme. This high-level body ensures that the programme aligns with national priorities and delivers tangible benefits for justice, crime prevention, and security (JCPS) cluster.

Mandate of the Ministerial Committee

The Ministerial Committee is responsible for:

  • Political Oversight:
    Providing high-level political oversight over the implementation of the IJS Programme.
  • Policy and Strategic Direction:
    Setting and guiding policy direction to ensure alignment with national development goals.
  • Cluster Priorities and Goal Setting:
    Reviewing and confirming priorities and goals for the JCPS Cluster, in line with the Medium-Term Strategic Framework (MTSF).
  • Approving Inter-Ministerial Participation:
    Approving Memoranda of Understanding (or equivalent agreements) that allow non-IJS ministries to participate in criminal justice system (CJS)–related projects.

Key Responsibilities of the IJS Ministerial Committee (IJSMC)

The IJS Ministerial Committee also carries out the following roles to support effective delivery of the IJS Programme:

  1. Political Oversight and Monitoring:
    Monitor progress and guide the political implementation of the IJS Programme.
  2. Support to the IJS Board of Director-Generals (DGs):
    Provide political support to the IJS Board of DGs in addressing critical risks and strategic challenges.
  3. Reviewing Board Submissions:
    Study and respond to matters escalated by the IJS Board of DGs that require political intervention or support.
  4. Cross-Departmental Issue Resolution:
    Facilitate resolution of interdepartmental challenges to ensure seamless implementation and benefits realisation.
  5. Reporting and Accountability:
    Provide information and progress reports to the JCPS Ministerial Committee for ongoing political accountability and alignment.
