IJS Board of Director-Generals (DGs) 

The IJS Board of Director-Generals is chaired by the Director-General of the Department of Justice (DOJ). This forum focuses on the strategic management of the IJS Programme, including budget approval, prioritization, and deliverables. The Board approves IJS projects and budgets, establishes priorities, and monitors progress to ensure alignment with the Medium-Term Expenditure Framework (MTEF). By providing strategic oversight, the Board ensures that the IJS Programme delivers on its objectives efficiently and effectively.

Mandate of the Board

As a collective forum, the Board of DGs is responsible for:

  • Approving IJS Programme projects and funding allocations, including budgets.
  • Setting IJS priorities and defining key outcomes and deliverables, in alignment with Cabinet and the IJS Inter-Ministerial Committee.
  • Resolving inter-departmental conflicts that may hinder delivery.
  • Providing internal departmental support, ensuring IJS initiatives are prioritised within each department.
  • Delegating authority to the IJS Implementation Committee to manage operational execution.

Key responsibilities include:

The Board holds all IJS member departments accountable for delivery and performance. Each DG is individually responsible for supporting and championing the programme within their respective departments. Their responsibilities include:

  1. Programme Ownership and Oversight
    Monitor progress and take ownership of IJS implementation across the JCPS cluster.
  2. Strategic Advocacy
    Champion the IJS Programme, promote its benefits, and represent its interests at national level.
  3. Project and Budget Approvals
    Approve business cases for new projects and oversee budget proposals to be submitted to National Treasury.
  4. Alignment and Prioritisation
    Ensure that projects align with IJS goals and are prioritised accordingly.
  5. Governance and Performance Monitoring
    Oversee the effectiveness of the IJS Governance Framework and recommend improvements.
    Ensure regular reporting and monitoring at departmental EXCO level.
  6. Strategic Coordination and Integration
    Promote cross-departmental coordination and ensure IJS initiatives are embedded in departmental Annual Performance Plans (APPs).
  7. Risk Management
    Define risk thresholds, ensure risk ownership, and manage escalations from the IJS Implementation Committee.
  8. Benefits Realisation and Cost Optimisation
    Focus on delivering value through cost-effective implementation and clear articulation of benefits in business cases.
  9. Reporting and Accountability
    Provide updates to the JCPS DGs Cluster and consult relevant task teams when necessary.
  10. Programme Alignment with National Goals
    Ensure that IJS activities support the broader goals of the JCPS Cluster and Cabinet directives.
