Digital Justice Must Keep Women Safe, Says Minister

On the second day of the 15th United Nations Congress on Crime Prevention and Criminal Justice in Abu Dhabi, Minister of Justice and Constitutional Development, Ms Mmamoloko Kubayi, turned the spotlight on the safety of women in a digital world. Her statement on 28 September 2026 was titled Leveraging Technology to Secure Women's Leadership and Empowered Participation in Public Life.

More Than a Cybercrime Issue

The Minister highlighted the growing threat of technology-facilitated violence against women and its impact on access to justice, safety and participation in public life.

“Technology-facilitated violence against women is not simply a cybercrime issue. It is a human rights issue; it is an access-to-justice issue; and it is a development issue,” she said.

Transformation with Protection

Through the Integrated Justice System (IJS), justice institutions are modernising and digitising the criminal justice value chain so that technology serves victims and communities. The Minister outlined South Africa's commitment to accelerating this work, alongside stronger victim support, digital reporting mechanisms and improved capacity across the justice sector.

The goal is to keep justice services accessible to women, children and vulnerable people while responding to emerging digital threats.

As the Minister put it, “Digital inclusion must be accompanied by digital safety.” The full Ministerial statement is available at https://justice.gov.za/m_speeches/2026/20260928-Congress-Crime-Prevention-and-Criminal-Justice-WomenAndTechnology-Min.html
