South Africa Presents IJS at UN Crime Congress

South Africa placed the Integrated Justice System (IJS) at the centre of its message to the world when Minister of Justice and Constitutional Development, Ms Mmamoloko Kubayi, delivered the country's National Statement at the 15th United Nations Congress on Crime Prevention and Criminal Justice in Abu Dhabi, United Arab Emirates, on 27 September 2026.

Connecting the Justice Value Chain

The statement, titled Harnessing Technologies for the Global Good: Opportunities of Digitalization and the Responsible Use of AI to Strengthen Criminal Justice Systems, set out how South Africa is using digital technology to improve information sharing, coordination and service delivery across justice institutions.

“Through our Integrated Justice System, we are connecting institutions across the criminal justice value chain, improving information sharing, strengthening coordination, and modernising service delivery,” the Minister said.

Technology That Serves People

The Minister also stressed the importance of adopting technology responsibly, including artificial intelligence. Her message was clear: “technology must always serve people, not replace them.”

Strengthening International Cooperation

While at the Congress, Minister Kubayi held a bilateral meeting with the Executive Director of the United Nations Office on Drugs and Crime (UNODC), Dr Monica Juma, to discuss strengthening cooperation on crime prevention, criminal justice and the rule of law.

As IJS implementation progresses, stronger interdepartmental collaboration and improved digital capabilities will support more accessible, coordinated and responsive justice services.
